Do you accept there is a serious issue with Drs in particular objecting to being managed and this is but one symptom of that.

From what I've learned over the years, I'd be amazed if that didn't play some part, sure. Lord knows I've seen significantly more serious guidelines being ignored than flu vaccine 'recommendations'!
