Rules are useless without enforcement. I personally think that at the heart of this newfound polarisation is the refusal to acknowledge the existence of cover-ups and address the glaring issue of candour.

The only thing I was 'hell bent on' was trying to give my Mum a voice. A £13 million pound public inquiry, shows exactly why I needed to! I wonder if some have read the Midstaffs Francis reports, HCC report?

I'm not sure which would concern me the most? One could argue that failing to adapt your behaviours after reading the report, is even worse than failing to read it at all.
