Unfortunately when a whistleblower is made an example, it instills fear to the remaining team members. So they back down. But I agree if they were brave and ALL stood up together, then there would be progress. But no one wants to risk being the next victim.
What about a 'national whistleblowing day'? Get everybody to disclose on the same day - they couldn't sack/marginalise everyone if the numbers were great enough, surely?
