Could be..but also a recognition that Public mood is not so passive when comes to poor services..and also of course is useful for “Providers” when pointing out paucity of resources especially dosh
Another reason why having a single regulator was always the right idea. Only 1 direction to point the finger then.

Well what we’ve got are GMC NMC other prof regulators CQC NHSE NHSI CCGs then Scrutiny Orgs then HealthWatch plus The Courts

By design. Always said it's like they took a whole regulator, tore it to bits and threw the parts in different directions, but binned the balls and the teeth.

If you see the goverment as the overall organisation- Silo mentality is the outcome- each department is blinkered by government self interested orders and on top of their own budget survival - inturn disingenuous about its truth . = impact, patient care &
