As I recall, they weren't keen to acknowledge they had evidence of a crime in front of them at all. CQC wanted police to say it first, police wanted CQC to say it first. Catch 22 by design. But they were blatant with trust. Even appeared in the inspection report as 'guidance'.
I'm already considering a CQC parody of that song. It's writing itself. Don't you ever... Don't you ever... So many ways to end just that bit, I'm spoiled for choice. :)
