...in which case, I'm not sure I'd be happy for medical experts to be in a position to delay law enforcement activities tbh. Surely criminal investigations should never be delayed?

Independent investigations vital, but could skills be passed on to risk managers. Will electronic notes make cover ups more difficult.

Electronic records have potential to help, yes. Depends on specific system. Risk managers, I'm not sure. They too would have to be independent though. What did you have in mind?

I’m not sure, but currently the majority of risk managers have no formal training, they admit this. A trained investigator could mentor.

I think I'd need to know more about the particular skills such a role brings in order to comment knowledgeably. Sounds like this has a part to play though.

That's as much to do with technical expertise as anything else. I can see that playing a part on the 'reckless' assessment. Less sympathetic to any delay for non disclosure though. Evidence custody/security matters in both cases.
