Organic is using pesticides just the same, so it's a question to be asked for conventional as well as organic farming.

I am no legal expert myself, but it looks about right. The commission is indeed responsible for authorising pesticides to be used in organic farming. This just shows that pesticides are needed in agriculture in general to protect crops from pests to produce food.
