I heard NHSLA has ~£26b unpaid claims. It pays £1+b/yr - less to high HSMR trusts (morbidity cost more than mortality?).

See the Mid Staffs report: that Trust, with one of the highest HSMRs, was assessed by the NHSLA as being one of the best.
