#caredata opt-out MUST be ignored by @hscic as long as no legal basis. See http://systems.hscic.gov.uk/infogov/codes/cop/draftcop.pdf … 27 orgs "must supply data unless" 27a&27b.
@CyberSecKent @hscic Oh that document is something else. Talk about misleading language. Supports every concern I had re this 'fake' opt-out

@C7RKY @hscic They didn't acknowledge my concern in consultation summary but there's a subtle change in https://medconfidential.org/wp-content/uploads/hscic/2014-november/HSCIC140705a_Draft%20Code%20of%20Practice.pdf … "direction" -
@C7RKY So wide sense of legal basis? but leaving it at whim of DoH or whoever else allowed to give "direction" to @hscic? -
@CyberSecKent I find it shocking that having called @hscic out on their 'redefinition game', they just decide to tray and redefine it again. -
@C7RKY My impression from Partridge report is that it doesn't invite "ascribe to malice". Bad intent, if any, lives elsewhere in my view. -
@CyberSecKent Oooh...that's a whole new area to me. I'm not familiar with that. Where would your eye be drawn in this matter then? -
@C7RKY Greed. Revolving doors. Conflicts of interest. Politics. -
@CyberSecKent Well...I may not be familiar with the Partridge report, but that hasn't changed the fact that we're still on the same page. -
