      @Jarmann should CNST be replaced with truly risk adjusted insurance scheme? Trusts would have financial incentive to become safer.

      Working the other way round at the moment - higher death rate trusts have lower CNST payments. Mid Staffs was good by NHS LA. @HughRisebrow
