Seeing as it is apparently now Targets that are on trial, I suggest the real problem is when hitting targets is linked to payment by results
@mulberrybush It's not targets in themselves at fault, it's WHICH targets. If you target the RIGHT behaviours, there should be no conflict.

@C7RKY I agree. Was fascinated at the PI to hear from many of the people involved in designing systems. Difficult, challenging vital. -
@mulberrybush The only reason it's difficult, is because there are conflicting agendas at play. That's what really needs sorting out first. -
