What's the ISBN handy for 'State Cover-ups for Dummies'? And I think you are too cynical - it isn't 'the state' that usually covers up, normally it is 'the organisation'. But we need to see the changes, even with no intention to 'cover up', to assess if the changes make sense.

I know what you mean about the organisations covering up, but the NHS is so political it means the state essentially has a dog in the fight. Which is why I think you can see their fingerprints of the state all over senior NHS behaviours. -
I honestly think it is usually less state-directed than that - it does, of course, depend on exactly 'which type of behaviour' you are considering. Often there are many dogs, which instead of working as a unit are doing a lot of fighting with each other.
