people such as John and me to 'kick up a stink'. Basically - being 'brave' isn't going to cost us our job (campaigning does have 'costs' - but 'the system can't sack us' if we are not working within it).

The difference in consequences between being a complainant or a whistleblower. A complainant's biggest loss comes before speaking out, whereas a whistleblower's biggest loss comes after speaking out. Both suffer loss and victimisation, just in different forms.
