I'm not sure that it is obvious to anybody other than those who have had experience of the complaint system, though. That's the problem, most of the population thinks the NHS is wonderful because they're fed an incessant diet of hero-worshipping bullshit.

The important part there is 'when things go wrong'. It's easy to find patients with a positive perception of doctors when things go well (the vast majority, we hope). But patients become far more knowledgeable when things go wrong - not many positive perceptions among that group.
