1) Whilst waiting to hear back from Neil @neilgchurchill about how the NHS might take forward the issue of NHS bodies treating patients, families & whistleblowers as if they are 'vexatious', I have received a further protocol from the CQC

2) This is CQC's 2012 'Persistent customer & unreasonable behaviour' policy https://minhalexander.files.wordpress.com/2018/09/cqc-persistent-customer-and-unreasonable-behaviour-policy-2012.pdf … It may be applied if CQC deems the person's communication 'has no legitimate purpose' or is 'disruptive'

It's that 'repetitive in nature' part that always bothers me. If CQC continually fail to respond appropriately when people raise concerns, then those people are going to ask again. And again. That is necessarily repetitive, but it sure isn't wrong. Or vexatious. It's predictable.

That others are also failed by the CQC and their failings are considered 'predictable' means they need investigating urgently by an external body, particularly as they have taken over responsibilities from the Health & Safety Executive. Failings by CQC = suffering and death.

They play games. The letters I see from every complainant say the same things. Blah blah terribly sorry for something admin related. Blah blah repeating back details about your case you told them. Blah blah WE DON'T INVESTIGATE INDIVIDUAL COMPLAINTS. Blah blah inform inspections.

Their public call system is broken or something more insidious. I have every code for every call along with what was said & who I spoke with. All am hearing is failed broken systems in public bodies set up to protect people when they are vulnerable causing preventable deaths.

My money's on something more insidious. The CQC do not protect the public, they protect the medical establishment. And they do it by creating the impression that the unacceptable is acceptable. They are a big part of the reason as to why they can get away with so much.
