What about where the original evidence hasn't been properly investigated, Harry? (Even though it's falsely claimed by police that it has). Don't suppose you know of any basis for requesting/insisting that another force investigate, do you? Any steer gratefully received...

There needs to be evidence that there may be serious issues involved that may Be prejudicial to any investigation if the home force investigate the complaint themselves. The force may occasionally refer themselves to the IOPC

Hmm. I'll try & keep this brief: Multiple attempts to register a crime were refused, even after face to face with a Ch Inspector who told me 'If you want XX police force to investigate this matter as a crime, you'll have to get IPCC to *make* us do it', before grinning at me. 1/3

Luckily I got him to put his refusal in writing - which I have. Later with help of MP complaining to Ch Const, I met with MP, senior CID investigator & CPS. They still refused to investigate the main (well evidenced) charge, making false claim they'd already investigated it. 2/3

The police follow up letter contained a crime ref no. related to the v same case they'd previously confirmed their refusal to register. Total contradiction & 2 formal complaints I'd made didn't appear on PSD system. Lost trust in local force now & unsure of best way forward? 3/3

It’s difficult but perhaps the IOPC may be the way forward but I’m sure you’ve tried that and likely to refer back to Home force if not significantly serious. Obviously difficult to comment without all facts.

Appreciated. IPCC (as they were then), were v keen to send me back to complain to home force. Didn't seem phased that my 2 previous attempts had vanished. Just thought I should try again. But that was before I got MP involved & the contradictory letters emerged. IOPC worth a try?
