It sets a default that does more harm. It arrived with a suspicious lack of frankness and transparency especially given previous inappropriate data sharing by NHSIC.

Furthermore, had caredata gone ahead, the opt-out was essentially a scam anyway, imho. I believe that even if we opted out, they would've taken all of our GP data but for 3 or 4 personal data fields regardless. Word games were aplenty there.
