You suggest a conspiracy theory - maybe it’s just that there is specific guidance for the duration of time for the retention of health records after someone has died and once these are exceeded the records are destroyed?

For starters, if destruction of records were the issue, then they wouldn't have found the other half. But also, almost every complainant I know has had to fight for missing records.
