Jees! It seems so basic as to be something you'd assume would never be allowed to happen. Especially when the risk is so great.

Considerably more nurses have been convicted. That may be who gets blamed yet.

It's a hierarchy of protection. Throw the lowest common denominator to the wolves to save yourself. When you can't contain the scandal to nursing staff, throw them a junior doctor - like they did with Bawa Garba. Consultant goes unscathed.
