As a former Sec’y of the Senate, the answer is, of course, yes. But they haven’t expelled anyone since 1862. Article I, Sec. 5 expulsion powers are plenary, but expelling a newly elected Senator for untoward actions 38 years ago would clearly be unprecedented.

As a practical matter, if Ala voters elect Moore, despite no NRSC help or any other GOP help, those voters wd not act passively to Mitch throwing out Moore. Things wd get ugly out.
