If someone inside had a weapon with the high capacity magazine they could have saved eleven lives. Are the survivors going to answer for not having a high capacity magazine and weapon to stop the Criminal who killed these people? Makes about as much sense

It is when people had a chance to run while he was reloading. Several people escaped when he had to stop and reload. If he had to reload sooner fewer people would have been shot.
