I feel like this is just very fundamentally against teachers' code of ethics; teachers shouldn't knowingly do things that could put their students in danger. Being forced to out a trans kid to unaccepting parents is incredibly dangerous.
Like heck if I would do that. I'm a trans teacher and a mandated reporter. If I suspect a child is trans, the last thing I'm going to do is do something that could potentially put them in danger. I'll protect that kid at all costs! 
If I were a teacher with that requirement I think I’d just inform every parent of every child in my classes that their child could be trans. *could* be.
