Women suffer because of MGM too. Women with circumcised partners have much higher instances of sexual discomfort and inability to orgasm. This is why sexual mutilation has historically been used by authorities for social control.

If a parent honestly regrets and apologizes for cutting their child, then certainly forgiveness is on the table. Forgiveness is one of the child's rights that wasn't carved away at birth.
