Infant male genital cutting has no mind and therefore no purposes of its own. People do it for many reasons, mostly benevolent but misguided. Its inevitable damage to sexuality was considered benevolent until quite recently, so now it is denied.

It's naive to believe that infant circumcision has any benevolent purpose. Its purpose is to damage human sexuality.
