Overall the #YouTubePartnerProgram changes are good I've always said don't start YouTube to make money. BUT YouTube should pay everyone what they have earned until now. Even If they haven't reached the payout threshold.

Agreed but they are saying they aren't putting ads on in monetised content so they aren't making off it
If someone gets on YouTube do you think they're ONLY going to watch one video? I click on [random small animator's] vid with no ads "up next" is a monetized video from a bigger creator, then repeat repeat ($$$) That's why the recommended algorithm is what needs to be worked on.

The algorithm is the problem tho. If they continue to update and fix the algorithm then those channels who "aren't working hard enough to get noticed" will actually get exposure.
