Agreed, the severity of events may not be the same and I agree some control should be implemented. However, you can’t look at a mass shooter who has killed numerous people and say they’re sane at the same time.

The keyword was "clear". I agree mass shooters are probably insane. However, you can't help them if you can't reconise them. Hence it being a clear lesser issue to solve this madness.
