The District is a sanctuary city, which means our law enforcement does not cooperate with ICE. As Councilmember, I have called for an abolition of ICE and wrote DC’s law to establish a permanent immigrant legal services fund.

The pandemic isn’t over, and residents need up-to-date COVID-19 data to make decisions about their own risk. Today, along with my colleagues , I called on to restore public trust in our data.
One of the reasons that we do not disassemble encampments is because there are risks involved. There are risks involved in asking people to move all of their belongings and risks involved in forcibly removing people from their home.
I’m incredibly disappointed to share that I’ve withdrawn my emergency measure to reinstate the vaccine requirement in certain businesses.
I’ve just circulated emergency legislation to pause the clearings of encampments until at least the end of hypothermia season - separating the housing and support services element of the program from the clearings and evictions element. 🧵

After a needs assessment, outreach, and traffic study started in fall ‘21, has selected a final concept for Columbia Road! I’m looking forward to protected bike lanes, dedicated bus lanes, expanded space for commercial loading, and improved pedestrian crossings.
I'm glad the ReOpen DC report suggests repurposing streets and public space to respond to this crisis. But this can't just be for businesses, and can't just be filed under "other." If we do this on the scale other cities are acting right now, here's what Ward 1 might look like:

I have been waiting to announce that we're moving forward on the 18th St pedestrian zone because, as has been the case for the last 2 years, there is still a tremendous amount of stonewalling we're getting from agencies uncomfortable with the idea. It's beyond time we do it.
It's true: On March 3rd I intend to move legislation that would revive the planning process for the cancelled 9th street cycletrack and related pedestrian safety improvements. I'm continuing to build consensus around the need for this critical project.

The amendment passes first reading 8-5! With the Homes and Hearts Amendment Act of 2021, we are going to end homelessness for 2,400 households, double salaries for early childhood educators, and increase assistance for working families.

Interesting: As part of her proposed changes to the 2024 budget, @BrianneKNadeau wants D.C. to institute a $2 congestion charge on Uber/Lyft coming in/out of downtown from 7 a.m.-7 p.m. It would raise $45 million over 4 years, and help pay for the fare-free Metrobus plan.
Solitary confinement is psychological torture and ruins lives. Jails put people with mental health issues in solitary. Others for minor infractions. And DC uses it 3x the national average. That’s not only bad for them, it’s bad for public safety.
Our Clean Team member Jeffrey is out on U Street. He told me how much he has loved doing this work for 15 years. I was excited to tell him I have legislation to give them a raise annually.

There is work to do to shorten the time of this process, but this shows that we can successfully clear encampments not with force, but with housing. Anything besides this is disruptive to the process of ending homelessness.

The amendment passed 10-3.

Overnight oversight win? :) How cool that one of my staffers ran across this worker on a sidewalk inspection vehicle. I did not know they exist. It has a camera, laser, GPS, and crawls sidewalks around the District looking for needed repairs!

I’ve noticed that in DC we occasionally install raised crosswalks, but only one-offs: in big capital projects, private developments, or where a community has capacity to advocate for one. Instead they should be part of our standard toolkit, similar to how we treat ADA curb ramps.
I am very supportive of keeping upper Beach Drive open to all, and have signed on to several support letters with my colleagues. Parks are for people!

I am livid that our vote on the FY21 budget is being postponed. Every day we make tough decisions as Councilmembers, & today we had measures before us that should be getting an up or down vote. 1/3

My second bill, 'Prioritizing People in Planning Amendment Act of 2022' will eliminate the use of "Level of Service (LOS)" as a metric for transportation projects, and require that we design and select projects based on metrics that prioritize safety, equity, and sustainability.

We worked with partners to avoid unnecessary trauma and make sure the residents could stay in the encampment, rather than being moved, allowing our homeless outreach services to have consistent sustained interactions with them.
I’m sure Sen. Cotton & Rep. Comer don’t think Congress should be able to make and override the laws of Arkansas & Kentucky. But they think they should be able to dictate the laws for 700,000 law-abiding residents of the District and deny us the right to govern ourselves.

When I’ve seen encampment clearings in person, I’ve witnessed a lot of trauma, and there is no room for mistakes. I’m very concerned about today’s incident during an encampment clearing, and I’m concerned about the future of the pilot program.
