“OK Google, call the top 25 rated restaurants in San Francisco and ask which of them have a table tonight at 7.” I can see no way letting everyone do this could cause a problem.

Stephen, great question. In a practical real-world case most restaurants do not have a website, nor will they (Google knows this). The universal API is the human Voice, not a hypothetical web API. The solution is elegant and practical.
