Not to get too lawyerly, but Congress doesn’t summarily issue cease and desist “orders.”
They can issue a subpoena or launch an investigation, but that’s different...

Facebook probably expected this coming from the US. The developing world is most likely their main focus. And developing countries may surprisingly work w/ Libra if it helps them w/ collecting taxes because of tracking capabilities.

This disrupts some industries with pretty large lobby interest. Uphill battle, but not sure it can be stopped. Unless the token can be deemed a security. Could fall either way there.
