Impasse in Congress (to extent its real) simply signals to people that there are not enough votes for any proposal to pass. When that happens, people weigh in and help unstick the process by creating new external environment. If not enough, impasse continues until elections.

Also, the Senate has tossed aside regular order and the opportunity for votes on amendments. If the minority party had the opportunity to get some votes on DACA, then we likely would not be in this situation. McConnell routinely fills the tree on every bill. Senate is broken.
