The heightened expectation to which I am referring is the idea that the congressional leadership is all powerful and can control outcomes.

House and Senate leaders regularly cultivate idea that they are in control and are calling the shots. But they aren't in current environment

So after years of convincing people that they have more power than they do, they are now blamed for things that may be beyond their control.

But this isn't an excuse for poorly designed legislative strategy. To date, it has been awful if judged in terms of getting agenda through.
