Was not a rules change. Changed the interpretation of 60 to mean simple majority. Rules still say 60.

Changing the definintion IS changing the rules: simple majority is a definition used across many fields. It means half plus one.

No. Read the Senate's rules. They still state 60 votes. Reid set a precedent (not a rule) that a simple majority was only needed.
