This was actually, by the by, a real difference between the US military in WWII and German or Japanese militaries: the USA generally prioritized training and rotating experienced personnel (esp. pilots) back into training positions.
During WWII, also the Navy and the Army between them practically commandeered something like 300 colleges nationwide to train some 325,000 individuals (typically with technical skills or languages) as junior officers.
