That feels at least a LITTLE different
To be fair, I'm one of those people who always thought Starfleet's 'we're not a military' TNG posture was pretty clearly a BS PR line, so I'd tend to see Starfleet Academy as being more like a service college or PME institution than a civilian university.

Sure, agreed. I would just expect a state of total war to adjust a service academy's confident posture vis a vis hires expected to start "after the war ends"

The reverse, actually: you need a pipeline to turn midshipmen into ensigns and commanders into captains, so you are going to hoover up all of the talent you can find for the purpose.
