Yes. In a sense Tiberius does this on a massive scale in Illyria/Pannonia in 6-7 AD, positioning his oversized army on the Sava river, pulling all of the grain during the spring and then supplying himself by river through the winter while the rebels starved in the hills.
The Illyrian war was a nice read, it's interesting how it was described as the most threatening conflict since the Punic Wars by Cassius Dio (thought I bet that's because rich slaveholders had freedmen requisitioned as manpower)
