'A fool' is a bit much, but I'd certainly say that Octavian had the better political sense (but was a far more mediocre military commander compared to Caesar, arguably the best in Mediterranean antiquity)
As I understand (read a couple books, listened to History of Rome, general interest, no formal education on it beyond what you learn in K-12), Octavian wasn't terrible in military matters but he got hard carries by his buddy Agrippa, who was a military genius in his own right.
