And a huge chunk in Spain. I think we sometimes underrate the importance of Spain for the Roman world, but it seems to have been the natural place for holdouts against the dominant power in Rome to go. Wonder if the silver mines played a role in that choice.
I suspect the (lack of) civic architecture played a role too. Large parts of Spain were still outside effective control, while the communities of the Hellenistic world had much more direct relationships with the Senate. Easier in Spain to build new personal networks.
Wasn’t the garum trade from the south also a major/lucrative source of revenue?
