Unfortunately I think the 8-year-olds understanding of what a civil war would be like makes it probably more likely rather than less. yeah. we can see some examples from American history after the fall of reconstruction, when the ex-confederates seized power by force. There, the feds just gave up the game, and left African-Americans to the tender mercies of Jim Crow. But even then, it got pretty ugly.

I'm in Chicago. I don't want to think about what it would be like to put down a rebellion in downstate Illinois. It would be awful for everyone involved.
