I would argue that Enver Pasha and Conrad von Hötzendorf could at the very least give Cadorna a run for his money.
I actually gave my own 'bottom five' list previously: "Luigi Cadorna, Conrad von Hötzendorf, Enver Pasha, Samsonov and Rennenkampf in a joint award and then either Robert Nivelle or Helmuth von Moltke the Younger depending on my mood." So yes, they certainly make the bad list.

From a strategic pov Moltke is easily worst, since his attack through Belgium could never win a quick victory but pretty much guaranteed eventual defeat. For Germany the key problem was how to delay British entry into the war as much as possible.
