That rule of thumb doesn't seem very useful. All it really tells us is that colonial regimes that exist longer than a century no longer seem to us to be colonial regimes, but just regimes.

The administrative system I've read about was rather interesting. Exams and then getting moved every three years to make sure you were loyal to your emperor rather than to a location.

Also, peasants were also mobile, though taxed in fabrics so much they invented the spinning wheel (charka) and harness looms to keep up. They were not bound to land so could look for better deals. China still has a genetic difference, I believe, between the south and north.

Read the Wikipedia article on them. Sound like its history was more complex than your summary :). Read some of Joseph Needham years ago. Amazing country and then the Barbarians came in from Europe and fought a war to sell drugs and grabbed one of the best harbors.

The Han system ceased to exist in 220AD. I don't see how the 1830-ish Opium Wars are relevant.
