I think it is hard to imagine a universe where, after 9/11, the United States does not take some action against the Taliban, which was very openly playing host and state-sponsor to the Taliban.

The US tends to imagine that the pre-existing local elites would have support from the people if only the pesky dictators who provide free health care, roads, schools, and medical centers were opposed by American messing about, but not planning to permanently occupy the place.

The only option is treating a nation like a fellow sovereign nation that could, barring invasion, handle its own problems and internal power struggles, and develop less rigid ways of running its country to stop US meddling because we had stopped meddling.
