FWIW, I'd have suggested the same jacket-and-tie structure as most of the other service's dress uniforms, with a single row of buttons (centered, not off kilter like this), with black as the primary color (on the grounds that space is black).

And also normal lapels that don't look like they came fresh off of the set of Babylon 5. Make the shirt light blue instead of white and the single row of buttons so you're not too close to the navy's dress blues which aren't blue anymore for some inexplicable reason.
