I could give this a go, but I warn you - we know pathetically little about the government of Carthage. Still, perhaps 'comparative mixed constitutions' would be a good topic for a blog.
It's almost suspicious how few sources we have about the government of Carthage or their general philosophy. Compared to say navigation and ecology.
