To be clear, I announce this policy the week before papers are due (including the part where I will steal paper clips and replace them with staples) being sure to note that our library has a stapler freely available to all by the circulation desk.
The bit about paper clips is that I find that paper clips tend to come off in a pile of papers jostled around in my bag for any length of time. Thus I replace with staples and take the paper clips as tribute.
I love paper clips. If I was your student, I'd gladly pay my little aluminum/plastic-rubber-composite tribute.
Hoarding paperclips is nice but your workplace might one day decide to go paperless and you might find yourself sitting on a huge pile of useless pieces of bent wire. I might be speaking from experience.
