I'd be cautious there. "Our economies are so interconnected we could never go to war" is an argument with a long record of failure. The list of countries that eventually decided national prestige or honor was more important than their economies is long.
And if we view a government as a set of groups and individuals vying for power, some groups will suffer more from that trade than others. That relative difference is an incentive for the groups that suffer less to make the trade, even if they still suffer some.
