How important is manpower really? If US strategic objective for 2020s is "preserve the status quo in Asia-Pacific", Navy/Airforce/Marines are front and center, which need long training to be combat effective with high tech weapons. Draftees cycling out is bad here

1/ An absolutely fascinating article. A few points. What struck me about the Romans was their generosity/flexibility in how they bound the rest of Italy to themselves & this was what gave them access to all that manpower they could call upon.
