Yeah, as an exploitation force, or as the decisive hammer to be let loose once the Romans were fully engaged. My entirely speculative guess is that Perseus was waiting for the triarii to be engaged so that there wasn't a reserve that could respond to his cavalry.
Since the Romans won the fight with the first two lines, the triarii never came into action and it may have been that by the time Perseus realized he wasn't going to get his window, the battle was already too far gone.

Or was the phalanx too successful at first, drawing the fight into terrain that was also not that great for cavalry, preventing the flank attack?
