As a writer.. simpler is easier to get across to readers, and takes up less word count. In theory GM's should be adding their own complexity, red tape, and so on.. but many don't bother since they either don't care or don't understand how political systems are complex.
My own solution as a DM/GM when I had games set in constructed worlds with lots of complexity and backstory was to have the party get short 'intel briefs' on where they were going which I put up as short documents outside of the game itself, so players could read or skip.
This sounds like the sort of thing that a canny player can exploit, and that can cause all sorts of hilarious problems for the party. Man, do I hope to one day see some of your written campaigns (even in the messy (un)format they're undoubtedly in).
