It is not! That was a real institution the Romans really used some of the time, but not all of the time, and not in anything like a remotely consistent manner, for about a century - and it is a relatively poorly documented century. Fun with Roman history!
I meant the "This sounds really straightforward, but it's probably complicated or obscure" kind of trick question. And it sounds like it's both.
