I'm not a fan. The +3 bonus is huge and poison gas was never that effective even in its early appearances in WWI. Gas isn't generally winning major battles, for instance - even when its appearance was unexpected, as with 2nd Ypres.
But that's tricky from a game design perspective: how do you design dead-end technologies that were tried but didn't work?
I mean cuz of how vicky tech works a dead end version of gas attack wouldn’t be that hard to do. Keep it as a randomly discovered invention, just have it be a lot less powerful.
